Doug Bell is a registered Professional Engineer and has over 55 years of experience in the engineering and construction industry. Mr. Bell has extensive experience managing design and construction projects for both governmental and commercial entities. Mr. Bell’s areas of expertise include plant operations and maintenance, project management, sewage collection and treatment, municipal water supplies, stormwater management, private and public infrastructure development, solid waste management, chemical plants, oil refineries, plant expansions, and overall site managing and training.
In addition, Doug has 14 years’ experience as an expert witness, an engineering analyst, and a technical report writer. His record includes 80 construction law cases, where he was involved in analyzing large volumes of documents from discovery, preparing expert opinions on the engineering facts of the case, preparing Certificates of Merit, attending depositions, and presenting testimony in court.

Municipal Water & Wastewater Systems
Mr. Bell is an expert in the planning, design, and forensic evaluation of municipal water supply, wastewater treatment, and sewage collection systems. Previous projects have involved water treatment plants, transmission mains, pumping stations, and sanitary sewer systems. His experience includes failure investigations of water infrastructure and support for municipalities in resolving design and construction disputes.
Stormwater & Drainage Infrastructure
Doug Bell has designed, managed, and forensically analyzed stormwater mitigation facilities including detention ponds, storm drains, and flood control structures. He has been called upon to determine liability in flood damage cases, drainage design defects, and failures of stormwater management systems. His reports often focus on engineering design standards, drainage system performance, and construction execution.
Industrial Facility & Process Plant Engineering
Mr. Bell has served as both project manager and mechanical engineer for chemical plants, oil refineries, ethanol plants, and offshore platforms. His responsibilities have included process instrumentation, piping and equipment design, and failure investigations. He brings specialized insight into delays, design changes, and performance issues in large-scale industrial projects.
