Mr. Bell has decades of experience in the design, construction, and forensic evaluation of water and wastewater treatment systems. His work includes pumping stations, transmission mains, sewage lift stations, and membrane filter plants. He has represented utilities and design firms in disputes involving flooding, pipe failure, and treatment plant performance.

Industrial Facility & Process Plant Engineering

Having served as both project manager and mechanical engineer for chemical plants, manufacturing plants, oil refineries, shipping container yards, ethanol plants, and offshore platforms, Mr. Bell brings specialized insight into design changes and performance issues in large-scale industrial projects. His responsibilities have included process instrumentation, piping and equipment design, failure investigations and the production of expert reports for litigation purposes.

Mr. Bell has investigated numerous cases involving stormwater detention ponds, drainage system failures, and flood damage. Landfills & Waste Management

Mr. Bell has been involved in the advancement of landfill technology for many years. He has also served as the design engineer of record for the State of Texas Low-Level Radioactive Waste Disposal Authority (TLLRWDA).
